What the usage of 「」 symbol in Chinese language?

it's a quotation-marks,like " ".But 「」is uesd in Macao, Hong Kong and Taiwan. They are accustomed to use it, instead of " "

It has four meanings .The first is marked speak. For example, Lisa: 「 who are you?」 Paul:「 I am Paul」.The second is a reference celebrity words ,for example, Shakespeare said:「To be or not to be, that's a question」The third is that special alleged words,for example,「Internet」 is already well-known computer terminology. The last is Special emphasis word,for example,The coach gave the order, all the players immediately arranged was 「big」 words
