Could they imply that I'm still busy now..? Or they imply that I'm no longer busy.

"I've been busy" doesn´t mean that I´m no longer busy. If you would like to say that, it would be "I had been busy" or "I was busy"
They imply the result of the action. in other words you might be saying that you are no longer busy at the moment or maybe you are.it depends on the speaker who says.
