"Driven by" = motivated by. If you are driven by something, it makes you do something or at least, makes you want to do something.

If you have not eaten in 10 hours, you would be driven by hunger to find food.

If a person is driven by fear of failure, they put in a great effort because they fear failure - in the sentence you give, the force that makes them feel as if they have to succeed is their fear of failure, which is a greater force in their lives than looking forward to success.
