    Impeachment is a formal process in which an official is accused of unlawful activity, the outcome of which, depending on the country, may include the removal of that official from office as well as criminal or civil punishment. (Wikipedia)

    Is that what you mean?

    It only applies to illegal activity, so not everyone involved in a scandal would go through it.

    To add to what Sara said, there is also the term "censure," which is a formal reprimand, scolding, or announcement of disapproval. Censure is used as a result of scandalous activities that are not severe enough to result in impeachment or removal from office.
