“电话”是个名词，所以最好用“打电话”。：）

他就是我剛才"通" 電話的那個人。

我觉得应该翻译成：
那就是是刚才在电话里和我说话的那个人。

那就是一分钟前和我通电话的那个人。

那就是刚才和我通（打）电话的人。
