HELP!! I have a quesiton

Um...sorry..I don't know how to ask this question in Japanese...forgive me for my poor japanese
In my textbook..it says..when verbs are needed to express"can/be able to"..then you gotta use its 可能態..and
五段活用動詞:読むーー読まれる--読める
And I feel confused about this part...it says"In some degrees..the "れ"here can be assimilated to え段仮名..but it does't express clearly...Can 読まれる express "可能態"..or it can only mean"passive"..or it can mean both passive voice and 可能態
so,,to make the question simple..
can 読まれる mean"can read"..or it can only mean"can be read"

    I think it's only used as passive.
    読まれる = is/are read
    For example, この本は多くの人に読まれる = This book is read by many people.

    can read = 読める
    彼女は日本語を読める = She can read Japanese.
