    Here, "에서" means "from", and it should be "언제 한국에서 (여기로) 오셨어요?"
    (The listener is in a place where you are, not in Korea.)

    The time particle '에' suggests "to exist".
    (The listener is in Korea.)

    Here is more tricky one,
    한국[에서] 살아요. (focused on ACTIVITIES in a specific place)
    한국[에] 살아요. (focused on WHERE you live)

    e.g.
    공부하다, to study / 일하다, to work
    한국[에서] (공부도 하고 일도 하면서) 살아요.
    한국[에] (공부도 하고 일도 하면서) 살아요.
    ☞ "에서" sounds more natural than "에"
