Literally writing, it means "Because ~ be(is, are or something) ~ing"
For example, "Because (Snow) is (com)ing" can be translated "(눈)이 (온)다고요."
Anyway, ~다고요 seems little femine nuance. Although there are no masculine and feminine expression in Korea, you'd better use ~ㄴ다구(요) instead of ~ㄴ다고(요). If you will not use (요), ~ㄴ다고 can be a masculine expression.
