I don't know how to paraphrase this sentence "the figure shows there is a three-fold decrease in the number of US population".
Can I paraphrase it with "treble"? How can I write this sentence with the word "three times"?

"The figure shows there is a decrease in the US population by one third"
"the figure shows there is a three-fold decrease in the number of US population".
While if you wanted to use "three times" it would be like a pie. You would have to be talking about a figure that show the decrease occuring three separate time.

The first figure shows the U.S. population has decreased three times since 1990.
If you want to paraphrase the existing sentence. I would remove "there is".
"The figure shows a three-fold decrease in the population of the U.S.".
or
"The figure shows a three-fold decrease in/of America's population."
