    Firstly - my opinion is that it is pretentious, but poorly written English.
    To inform is to give information to. As you know - informing on somebody is giving information about them to the authorities. Here - I think it is somewhat inappropriately used, as a notion can't really inform research. Cognition is (in simple terms) information processing- or understanding.
