    You are correct: All people who live abroad have a chance NOT ONLY TO study in a prestigious university, BUT ALSO TO have better living conditions.
    The Rule in the "not only . . . but also" construction, is that the two items connected must be similar in kind.

    I'd say "have THE chance". But yes.
