What does "Albeit with a slower rate" mean here?
context: Cutting the level of annual greenhouse gas emissions from now on, even quite sharply, may still not prevent increases in the stock of greenhouse gases in the atmosphere, albeit at a slower rate than without any emissions cuts.
What I understand is that "increases may not be prevented but they can at least be made slower", did I get that right?
