What does word "filled" mean in this context?

Hello, dear friends.

I was translating an article and I faced the following sentence that is difficult to me to fully understand. The sentence is:

"Despite hiring specialized accountants devoted to compliance, the company missed a payment and was promptly filled $1 million"

The question is what does word "filled" mean in this context. Is that a fine or penalty or something else? Thanks for your help.

    It's a typo from "The Russian Far East's Endless Winter". The correct word is "fined", not "filled". The company was charged with a million-dollar fine.
