나 has many usages but one typical usage is found after a quantity. In those cases, it is often interpreted as " as much as/ as many as", with an emphasis on "this is the best yet, at most" feel to it. So when you quote a quantity in such a situation you put a 나/이나 after that quantity.
Usually the store can't discount the amount ( 20%).
