Undecided questions
What does the word "scratch" down here mean?

"The decision to not make the PlayStation 4 backwards compatible is disappointing and means the 5.5 million plus people who own a PS3 in the UK will essentially have to start their gaming collection from scratch," said Alex Simmons, UK editor-in-chief of the gaming site IGN.

"$^^%$^%$^%$ will essentially have to start their gaming collection from scratch?"
The PS4 gamers have to purchase all SONY' s consoles and games if they want to have them all? But not just to have the latest one because it is not able to backwards compatible.

Thanks always!

To start something from scratch means to start from the very beginning.

Gamers will have to start their collection from scratch (which means that they will need to acquire any game that they want to play, even if they already have a PS3 version of the game) because the games they already have will not work on the new console.

scratch means from the very beginning, from nothing.

Both of the answers posted before me are correct.
