「何（なん）とおっしゃったのですか」 is formal.
なんだと=> It is informal
→It's not good. 「何（なん）て言（い）ったの」 is informal.
なにいってるんですか。＝＞Is formal.
→It's not kind and curt I think.

In these two ways, I understand that you are angry. You have understood something unpleasant and you want them to say(repeat) again.
If you are not angry: (just did not understand)
