    It's certainly not correct English - but it is sometimes used idiomatically.
    It is short for "You pays your money and you takes your choice" http://en.wiktionary.org/wiki/you_pays_your_money_and_you_takes_your_choice
    In short - it means - 'you choose'.

    It is not correct, but it is purposely stated so to draw attention to it. Usually it is expressed as "you pays your money, and you take your chances". It's just another way of saying whatever happens happens.
