    A.) It is fine to say: Where have you been?
    If you were trying to find out the persons recent whereabouts you could also

    Where were you?

    If you felt the answer was not correct is is fine to repeat yourself saying :
    No, I meant where were you right now? Right before you came here.

    B:)
    It is fine to say:
    I was out there. I was eating my lunch. but... If you say I was out there you would need to be making a hand gesture to the other person pointing in the direction that you were. this is probably best used face to face.
