Please help with the phrase: 「ナニ冷静なこと言ってんだよ、とか思うけど」

It looks like informal language. Without particles it's hard to understanding. Please help me to turn it into simple japanese.

    何を言っているの can equal to ‘what (the hell) are you saying?’
    何を冷静なことを言っているの could be put as
    ‘How could you be speaking so calm and collected?’
    「Nとか」 is used taking N as one example of many.
    here, it takes over an object marker 「を」, of 「Nを言う」

    the sentence could be replaced by
    こんな特別(とくべつ)な時なのに、どうして普通(ふつう)に話しているのか,
    と思うけど…
    implies that you could feel happy/ excited/upset, anyway special 

    the speaker feels against the way they behave or are, but that phrase could be
    followed by something like
    ‘then again I can see a little why they are so calm and collected’ on the other hand.
    (guessed by 「けど」).
