    First of all تقول
    it means to say,
هل تقول شيئا؟ Do you say something?

Second, تكلم it means speak this is as an order.
تكلم ما الذى يزعجك ؟ Speak what annoys you?

Third, تدلنى it means to guide me
هل يمكن ان تدلنى على الطريق؟ Can you guide me to the way?

تقول: To say [قال - يقول - قولاً]
تكلم: To speak - to talk [تكلم - يتكلم - تكلمًا]
تدلني: To guide me [دلّ - يدل - دلالة]
    - Do you have something to say?
    - I want to talk to your father.
    - Can you guide me to the bus station, please?

    Note:
Each word in Arabic expresses a complete meaning.
تقول: expresses a meaning in the present, which is [you say - you are saying ...] as the [تـ] letter express the person you are speaking with.

    For more indication:
I can't translate the word [يتكلم] as [speak]. You may ask why?
Because the word [يتكلم] expresses a complete meaning, which is [ he is speaking ]
