An engineer is a person who designs functional objects, but those objects don't necessarily have to be what we normally consider "technology". For instance, you can be a sound engineer and work with acoustics, or you can be a bridge engineer, et al.
A technologist is a person who specializes in the field of technology, but they don't necessarily have to DESIGN technology. They can be a professor or a cultural theorist or something.
Thus, a technological engineer is an engineer (one who builds) who is also a technologist (one who studies technology), but a person can be either of these things without necessarily having to be the other.
