It is in this case as 'drowned' implies death already. Some other words would require 'to death' though. For example:
"He was stabbed to death."
The word 'stabbed' doesn't imply death, it just implies thrusting knife wounds. You have to add 'to death' to ensure the audience knows that the stabbing was fatal.
