On the other hand...
I know that I can say "On the one hand....on the other hand...." But, is it mandatory to say "on the one hand" previously and then "on the other hand" or can I use "on the other hand" on its own after describing any situation?

Yes, you can describe one point of view without using "on the one hand", and then use "on the other hand" for the first time.
