It was written originally in Kazakh by the man who translated Pushkin to Kazakh language in 1937 and in turn was translated in to Russian by a Russian poet in the 1930's.

there is no something here in these lines before Как птичьи стаи ( as bird's flocks)
the bird's flocks are like clouds (и птичьи стаи словно облака)

...as birds flocks
and these flocks are like clouds.
It means: so many birds that it looks like birds clouds.
