Can you tell me the meaning of this phrase in English, please? как птичьи стаи и птичьи стаи словно облака I believe it is a poetic play of Russian words. It was written originally in Kazakh by the man who translated Pushkin to Kazakh language in 1937 and in turn was translated in to Russian by a Russian poet in the 1930's.

It isn't poetic play without context. There is: ...as birds flocks and these flocks are like clouds. It means: so many birds that it looks like birds clouds.

there is no something here in these lines before Как птичьи стаи ( as bird's flocks) the bird's flocks are like clouds (и птичьи стаи словно облака)
