how to understand the “needs to be jumped”?

    Here, "jumped" means "charged with electricity". When the battery in a car is dead, you "jump" or "jump-start" it, using "jump cables" (see below)

    Jumper cables = 跳线电缆
    When a stranger asks, "Do you need a jump?" in this circumstance, it is usually when your car cannot start and a stranger is offering to use their car to help start yours with jumper cables. Otherwise, I can't think of another instance when "needs to be jumped" is used. Very specific.
