There are many uses of "being." One example is the passive.
Active: People are criticizING that newspaper for publishing the secret.
Passive: That newspaper is beING criticizED (by people) for publishing the secret.
Active: People are criticizING that newspaper for publishing the secret.
Passive: That newspaper is beING criticizED (by people) for publishing the secret.
