Whose addresses an object. This object can be stated, or -sometimes- unstated:
Whose is this?
Whose book is this?
Whose turn is it?
A man whose shoes are black.
note that the object can be a thing or an action, so long as whose is addressing it. If left out, an unspoken object is being inferred.
