is it used in english and in what cases?
currently i checked in a vocabulary where 'без посредников' translated as 'on principal to principal basis' or ' without any middleman' and so on.
the matter stayed the same 'principals only' used in english language in meaning ' with no middlemen involved'?

I wouldn't really expect to see that anywhere. The only time it could be found would be on a private door that only a principal (a title usually reserved almost exclusively for grade school administrators) or principals could enter. Since most schools only have one or two principals (one of which would be called a "vice principal"), it would be very odd to have a private room just for two people even in a school setting.
However, there ARE usually signs in schools for "Teachers Only", so I don't find it unbelieveable that a select few might also have a room specifically for principals. I just haven't ever seen or heard of one before, so it's not a common sight. I'd avoid using it or worrying about it.
