而言和来说的意思基本一样。而言较正式一些。
一般用就……而言，或是对……来说。对……而言或就……来说也可以。对……的后面一般跟人，比如对我来说，就……的后面一般跟事物，比如就毕业前景而言。

我觉得基本是一样的。对我来言，对我来说，对我而言。都是一样的。因为言=说。言本身的意思就是说。所以没有什么特别大的区别。
