Managers plan rosters (in the case of sports teams) and schedules (in the case of everywhere else except university schedules); employees do their own timesheets.
If by schedule you mean class schedules or such, universities pay somebody a lot of money to create a satisfactory schedule for all the classes, and students sign up for classes and create their own schedules.
