Ok to end sentence with 다 form?

Why didn't you call me?
왜 제게 전화 안 하셨어요?

Could I say it as 왜 제게 전화 안 하셨다?

Eat up all!
다 먹다! vs 다 먹어!

Would 다 form be considered more polite or less polite?

왜 제게 전화 안 하셨다? --> that sentence is in horrific form, so 어요 must not be omitted. The full sentence is supposed to be: 왜 제게 전화 안 하셨어요?

    Eat up all!
    다 먹다! vs 다 먹어!

Would 다 form be considered more polite or less polite?
"다: here means "all", not ending of verb or adj in Korean as mentioned above.

eg: 거의 다 했어: i have almost done.

I believe ~다 ending is only for declarative sentences, which makes them a bit formal.
You don't use it for interogative and imperative sentences, since there are other endings for those kind of sentences.
