Is 'one other' the same as 'another'? 'Carl gave us one other clue to how to play this game.' Can 'another' be used instead of 'one other' in this sentence without changing its meaning?

It can be used but there might be a slightly different insinuation. Using 'one other' here could mean that anyone gave you the previous clue. Using 'another' might suggest, depending on intonation perhaps, that Carl had given you the previous clue(s) and is now giving you more.
