基本上是的. "久仰" is something you would say to a person when you first meet him. You are telling this person that you have heard of him long before you met him and have been admiring this person. (of course you are happy to see him).
“久仰”是一句礼节性的话，有形容仰慕以久却未能谋面的意思，表示敬慕。means "I have heard a lot about you but I have never met you before.and I admire you,too."
