    Sam, in the particular sentence you cited, 以x為y… means X is characterized by Y. So the first sentence would be translated as "High school is characterized by its freedom of thought, so that in a place that advocates freedom, the freedom to date (and fall in love) is respected and protected." More generally, A以B為C means "A takes B as C." So translated directly, your sentence would have been "A (high school) takes B (freedom) as C (characteristic)" = "high school takes freedom as (its) characteristic," or more colloquially in English "high school is characterized by its freedom (of thought)."

    okay. 以...为 is the cause and effect in the English grammatical language. 以为 = because of/caused by/ reason for . so, for example, 我愿意以他为主 , this I'm willing to have him be the head of something. literally means, i'm willing to have him be the reason for the head of something. this sentence isn't a phrase in Chinese .
