    It means he's going to two million dollars in air just because he feels like it.
    Toss - to throw
    Milli - slang for million (dollars)
    "For the heck of it" - an idiom that means to do something without any reason purpose other than because you want to or you feel like doing it. Also, heck euphemism for "hell".
