Undecided questions

when some British say "That is a very brave proposal "maybe they means "you are insane "But what others understand is "He thinks I have courge "So I have a question ,when a British say that ,maybe in a special language environment ,means that ,but not always means "you are insane ",I think it just depend on the language situation isn't it ?And there are many similar questions ,is that so ?Eg:When the British say "quite good "they mean "A lbit disappointing "But what others understand is "Quite good "
