    The answer is D. The reason is that this sentence is making a supposition, a hypothetical situation. So it is a "if + verb in subjunctive" + "then verb in conditional" construction. A shorter version would be "if I were a rich man, all day I'd biddy biddy bum... if I were a wealthy man, I wouldn't have to work." Further, you have to say "were to run out" instead of "were running out" because the supposition is about the future - "were to run out" basically is a counterfactual supposition for something in the future.
