    It could mean any of the three depending on the context.

    If you are talking to someone who lives there, the question implies "what's it like living there" or "what it's like there"?

    If you are talking to someone who just came back from a trip to LA, the question could mean "what's it like being there" or "what's it like there?"

    If you are chatting to a group of Americans from different parts of the country (including LA), by posing this question to the person from LA, you could mean any of the three alternatives.
