    Just a very colloquial way to say "a lot of." "Hell of" has also been contracted to "hella" in American English. So where I used to live in California, there were people who wore T-shirts with the words "I hella heart Oakland," which means "I love Oakland a lot!"

     

    I think it means entirely hell.
    eg=>A whole hell of a mess.=>entirely scruffy.
