    There is subtle difference.
    言う = to express, say, speak. And you do not always need a listener. When you have a listener, it could be a one sided opinion.
    ex: ひとりごと を 言う。
       それは まちがいだ と言う。

    On the other hand, 話す is basically you have a listener and try to tell him/her your opinion.
    話す = tell, talk
    The situation is that a listener should be listening, and trying to answer it.
    ex: ともだち と 話す。
       ひみつ を 話す。

    But there is an exception. 話す does not necessarily need a litener either.
    ex: えいご を 話す。
      
    Hence, 「言い合う」 means an argument, 「話し合う」 means trying to come together or solve the problem together.
