I don't understand the meaning of "if convicted of the first charge"

    It's referring to him being charged of "using a weapon of mass destruction" and that if he is tried in criminal court and found guilty, he could be sentenced to death (aka the death penalty). Hope I helped.

    If the court finds him guilty of the charge of using a weapon of mass destruction, he could be sentenced to death.
