    In some areas of the US, notably Florida, voters must punch out perforated rectangles(or sometimes other shapes) next to the names on their voting ballot to select a candidate. The circle is called a chad. If it isn't fully punched out, the vote will not be counted. This was a big issue during the 2000 presidential election.
