Why does it reduces the pressure on governments?

 

Mr. Norquist, whose organization maintains the antitax pledge that virtually every Republican in Washington has signed, calls it the “Let People in Alabama Loot People in New York Act.” To him, the bill is a money grab by cash-poor state and local governments that would get the power to tax consumers who do not have the power to vote them out of office.

“It reduces the pressure on governments to offer the best services at the lowest cost,” he said in an interview. “We think it’s a very, very bad idea.”

    This is the argument he's making:

    If one state doesn't have much money, the state's government needs to spend its money more wisely. When people pay taxes to the state government and the government wastes the money, the people become angry. The government doesn't want angry people, so they have to be careful about how they spend their money.

    If a poor state's government can get money from a different state's taxpayers, then the state government has no motivation to spend its money wisely. Because the people who give them the money live in other states, those people can't vote for different leaders if they aren't happy.

    Essentially, the problem is that the state government is not accountable to the people who provide their money.

    Does that make sense?
