Resolved questions
what does " a slash and burn operation" mean?

Basically, it's a slash and burn operation, initially at least, until the Congress turns it off. And then the question is no one knows -- will it be a continuing resolution? Will it be something going back to the previous level," Cordesman asked.

"slash and burn" comes from agriculture, where it means to cut down the trees in a forest (slash) and burn them in order to create open fields for planting crops.

As an idiom, it means a "crude" way of doing something. In other words, there is not planned organized method involved.

In your example, Congress is probably cutting spending with a slash and burn operation. They are cutting spending here and there in a crude, quick way as fast as possible with no real plan.
