The Parkland employees least in touch with reality were the clerks. The importance of paperwork had been drilled into them, and now, seeking a haven from the general disarray, they fell upon the familiar rituals of routine.

It means someone has taught something to them over and over until it became automatic. Children learn addition and multiplication facts by doing "drills," where they do many problems quickly. They have "fire drills" in school where they practice exiting a building as quickly and orderly as possible to be prepared for fire. These things and others are "drilled into them."
