I said to a man who got a new born baby " you delivered a baby...congratulations"
Is it possible to say that to a man?
And Is it possible to say that to a woman who gave birth to a baby?

Normally the person who "delivers" a baby is the doctor or midwife.You would normally say "Congratulations on the birth of your baby" or "Congratulations on your new addition" or something similar. A woman "has" a baby but you wouldn't say "congratulations on having your baby"
