using neither

i want to ask 2 questions, first i know we use neither + auxiliary+subject but in this sentence:
MY FATHER HAS NOT WATCHED TV FOR THE LAST TWO HOURS. It is correct if I say neither have I.
The second question is when using conditional but in this case using so for instance:
IF THEY CAN DO IT, SO CAN I

    So can I (do suggested activity).
