    Both sentences may mean that "she forgot" but the first one, since you don't mention the subject of the sentence, it may also apply to él or usted. So, if there is no ambiguity as for who forgot, you may use either one. But if there is possible confusion, I would recommend to use the second sentence, just to avoid the confusion.

    En cuanto a significado, ninguna diferencia.
