    "Likely" means there is a greater chance that he will come to class. "May" means you are not very sure he will come to class. Likely is stronger than may. "He may come to the class" is not very clear, because it can also mean "He is allowed to come to class". It would be more clear to say:

    He might come to the class.
    Maybe he will come to the class.
    It is possible that he will come to the class.
