    "The police are intended to ensure people's safety" is acceptable. In such a case, the writer wishes to put emphasis on "police" for some reason.

    I wouldn't use passive voice and the word police is generally considered a plural noun. "The police intended to ensure people's safety."

    It's the duty of the police to preserve public order.
